This was now a government mandate and extended to students with disabilities. This was an appropriate area to address due to the countless students who fall by the wayside, who may have a learning disability and not be diagnosed until late in their academic career. One goal was for students to achieve achievable goals in terms of academic improvement (Rosenberg, 2004). Another positive aspect that the law set out to accomplish was to ensure that all students took standardized tests (Rosenberg, 2004). All of this translates into having solid teachers who are able to teach effectively. While this is a problem in less affluent areas, it may still be a problem in other parts of the country.
