Both Mintzberg and Fayol agree that every goal begins with planning. Fayol's planning function is undeniable as it is a common thing that all managers must do in advance to build a successful path. Of the ten roles indicated by Mintzberg, there are 5 that have a similar meaning with Fayol's planning function. Furthermore, in his “folklore” article, Mintzberg stated that every manager must dedicate an enormous amount of time to deal with the high pressure of disorders. (Mintzberg, 1975) For example, most of the time managers not only focus on his personal paperwork, but also have to deal with unexpected phone calls and sometimes even have to deal with subordinates who come into his room to discuss. Therefore, managers have an obligation to act as disturbance managers. However, Mintzberg's statements seem somewhat similar to that of Fayol's control and coordination function. Beyond that, Mintzberg cannot even completely deny the existence of an organizational function in management. Most theorists have recognized the importance of organization and termed it as a crucial element when it comes to managing an organization. Of the 10 roles Mintzberg suggested, Leader and Resource Allocator are the strongest evidence that Mintzberg also agreed with Fayol's organization
