The Budget Plan announced the “$6,000 Scheme” this year. This is a program under which people holding a Hong Kong permanent identity card aged 18 or above can get $6000 from the government. People who choose to postpone receiving $6000 can have a bonus of $200. It seems to be a good policy for people: low-income groups can have this subsidy to solve their financial problems; others will be able to save it, or use it to purchase their favorite items. But if we think about it seriously, is it really a useful subsidy for low-income groups? Does the government just consume this mass of $6000 and $200 bonus? Is it an efficient and quick process to give $6,000 to people? Until now, the “$6,000 Scheme” has taken almost 8 months to plan and manage the delivery process. Compare this to Macau's money delivery process in recent years; it's an inefficient and time-consuming way to plan and deliver. In this essay we will focus on 4 aspects: time spent, costs consumed, human resources and long-term benefit. Finding out whether the “$6,000 Scheme” really benefits both the government and the people of Hong Kong or not. From the time aspect, the “$6,000 Scheme” wasted a huge amount of time in delivering to Hong Kongers. Time is a limited resource for everyone. Life is short. The use of our precious time is an important issue in our life. Covey (n.d.), a management expert, states that four generations are about time management. The fourth generation focuses on efficiency. It can be paraphrased as “Less is more,” which emphasizes the importance of squeezing every minute out of your time, as suggested in traditional time management frameworks. Approximately 22 months will pass from the announced political address in which all Hong Kongers will receive their $6,000. The time cost is extremely high compared to the city next to Hong... middle of the paper... is becoming serious, so hospitals in Hong Kong are facing greater demand for medical services and need more supplies medical. Since medical services are one of the basic needs of man, to improve the living standards of Hong Kong residents, the government should allocate the sum of money involved in the $6000 program to more efficient use, such as by increasing the supply of nurses.
