This commitment must aim to involve the school's stakeholders. District and school leaders must encourage the community's belief that if the school is successful, the surrounding community will be successful, too. Through this partnership the time, talent and treasure of stakeholders must be solicited to ensure the success of the school. Reciprocity of this investment should also be given. Students may be asked to participate in community service within the neighborhood or take responsibility for cleaning up lots in the area. The Effective Schools Model provides the basic approach needed for urban schools. As I have already stated, the urban arena within which schools must operate is very diverse. Because of the size and grandeur of this type of arena, most students associate with a school rather than a district. Localizing reform efforts and focusing on a holistic approach will create a culture of caring and stability within which students can feel safe, accepted, and capable of academic achievement.
