RESEARCH DATA EVALUATIONQualitative research seeks to answer the "why" and not the "how" of the research project being conducted, this occurs through a complex system of analysis of unstructured information such as surveys, questionnaires, interviews, interview transcripts, open surveys, focus groups, observations, emails, notes, videos, feedback forms and photos; in most cases a qualitative report will not depend only on statistical evidence, it must be accompanied by detailed facts and proven facts and not by hypotheses or accurate data, this can lead to a misunderstanding of the data results and can compromise the whole purpose of research project out and waste precious time. A qualitative research design is used primarily to gain information about the attitudes, behaviors, value systems, concerns, and needs of a given culture and its lifestyles. A qualitative report is used to inform researchers or a business group, a school board, a community, that something needs to be changed or modified within their respective practices. Qualitative research does not manipulate variables or include researchers' definitions of variables, but we allow meaning to emerge from the participants in the research project. A qualitative research project is flexible and diverse and can adapt settings to accommodate data collection tools, data collection methods as the research project begins to progress toward finding a real variable that is not fabricated or imprecise ; qualitative techniques are very useful when a topic is too complex to simply answer “Yes or No”. Formative evaluation: is the method of judging a program that is in the initial or ongoing phase, formative evaluations focuses on the process.
