When the plane crashed into the Pentagon on September 11, 2001, the US government revealed that a well-covered terrorist organization was made up of foreign students. Hani Hasan Hanjour was a 26-year-old Saudi citizen who obtained a student visa to study English at the ELS language centers in Oakland, but did not even attend an English class and became one of the terrorists (Borjas). According to a 2003 Nation Science Board report, the United States risks losing its talent to compete in the global economy unless it gets more Americans to fill science and engineering jobs. Furthermore, considering that too many foreign students are applying for the same jobs in some fields, such as civil engineering, software engineering and financial accounting, the average salary has decreased slightly. Although foreign students can influence the United States in terms of job opportunities and wages, it is not a problem because they contribute to American society and the local economy. Initially, some politicians feared that foreign students would illegally and personally apply for jobs by displacing native workers. The U.S. government may not notice because not all foreign students are monitored thoroughly. The tracking system used by the government is called the Students and Exchange Visitor Information System (SEVIS), which is a database that aims to certify that foreigners are actually studying in the United States (Martin and Midgley). However, this database is so large that it cannot properly track every foreign student (Borjas). Martin and Midgley also point out that foreign students may enter the United States as students, but never enroll.
