The first attempt was to build a large hotel. The slogan “if you build it they will come” was not realized for Flint. Very few people arrived. The second attempt was an indoor amusement park, Autoworld. The park was designed to resemble Flint's old, thriving downtown. Once again, very few came. Like the hotel, it was forced to close. The third attempt was more of an act of desperation. The city built a new, larger prison. Crime had become so rampant that the old prison was overcrowded. The new prison was used as a fundraiser the night before it was occupied by inmates. The prison was treated like a hotel and someone could pay to spend the night in a cell. The new prison, once operational, provided some former factory workers with a heated indoor room, a hot meal, and a decent night's sleep. Some unemployed workers turned to crime because there seemed to be “no other choice”. Like the City, these were acts of desperation. The former workers have given themselves over to desperation. They had tried everything else they knew. Some former workers resorted to raising rabbits, selling them as pets, or skinning and dressing them to sell the meat as food and saving the fur to tan later, in the hope of making money. Some were lured by Amway. Amway was/is a pyramid type company. The consultant would sell products and recruit others. Most of the money was earned by having recruits as you also earned money
