As you drive over the main bridge over the bay into Sea Isle City New Jersey, the first thing your eye can't help but fixate on is the tall water tower blue with the phrase "Smile You're in Sea Isle City" pasted on one side. This tower immediately gives tourists and vacationers a sense of happiness, pleasure and relaxation. The island itself is small and narrow. Directly ahead to us when you enter the city you can see the waves crashing on the stormy ocean not far from the bay itself. A narrow beach and a paved promenade line part of the short coastline Here, most vacationers spend their pleasant summers walking, biking, rollerblading and rollerblading in the central part of town overlooking the ocean road while driving along Main Street or "JFK Blvd". in the city. Most of the island consists simply of paved roads, residential homes, and asphalt sidewalks with little room for fields and grass. It is evident in the layout of the town that the small island was built as a tourist or holiday resort for the many seasonal holidaymakers who spend their summers on the shore. Most of Sea Isle's land is dedicated to residential use by local homeowners, renters, and vacationers (Image 1). A city seemingly built for tourists, it sits so close to the raging ocean waters with little chance of preventing flooding. The same streets and sidewalks on which vacationers enjoy leisurely strolls during sunny days can be completely submerged in water. The city can easily become paralyzed, trapping residents in their homes desperate to evacuate.
