In Michel Foucault's Panopticism, Foucault discusses the measures to be taken when the plague appears in a city. In Death he spoke of the abnormal individuals affected by the plague and the individuals who were lepers and excluded from society. During the plague, strict subdivision occurred, cities were closed, and people who attempted or abandoned the city were sentenced to death. Stray animals were killed and the city was divided into independently governed neighborhoods. The mayor was responsible for the quarantine and went to lock the door of each house from the outside (Foucault 282). The plague caused a need for order and aimed for a disciplined community. It was important, at that time, to measure and supervise abnormal individuals. Anyone could get sick and become abnormal.
