The 1999 film, Grass: The History of Marijuana, focused on the United States' war on marijuana and the various ways in which the government attempted to limit use of the substance over the course of of the 20th century. The film was mainly composed of news, film clips, commercials and music. The use of these four elements was fundamental to the development of the film because they were the main sources of information during the 1900s. The government has used the media to portray marijuana and its use in a negative manner. Government propaganda insisted that marijuana use led to heroin use, which ultimately led to murders and other crimes. During the Cold War and the Red Scare, government officials associated Marijuana with Red China, which meant that if you used it and/or didn't agree with the laws against Marijuana, you were a communist. At the forefront of the war on marijuana was Harry J. Anslinger, commissioner of the Federal Bureau of Narcotics.
