Adele Harrell's (2003) reaction essay, Judging Drug Courts: Balancing the Evidence, acknowledges the growing popularity of drug courts, but warns that research on the impact on public safety is disappointing. Harrell states that the effectiveness of drug courts in the Gottfredson et al. (2003) research is tempered by the fact that two-thirds of drug court participants were rearrested within two years (although lower than the control group's rearrest rates), but they noted that the figure is concerning. Harrell's essay also introduces other aspects of drug courts for investigation, in an effort to understand the inconsistencies in drug court practices in jurisdictions across the country. In particular, Harrell notes that eligibility, availability of treatment, and court practices vary significantly from one drug court to another. He highlights the possible correlation between drug court practices and recidivism, and the importance of understanding which court practices positively contribute to the success of the program.
