I learned that there are more than 18,000 police agencies in the United States, most of which have fewer than 10 full-time sworn police officers. The public is basically only familiar with the most visible roles in law enforcement such as patrol officer, detectives, investigations, forensics, and community relations. Notably, I also learned that law enforcement is paramilitary in nature, meaning it is very similar in structure to a military unit. Their professional titles and ranks are also similar in nature to military ones. Equally important, the management structure of law enforcement, like the military, has two clear elements: the chain of command and the scope of control. The span of control refers to the number of people assigned to a supervisor. The Police Department's chain of command (low-high) is as follows: Officer, Sergeant, Lieutenant, Captain, and Chief. Each employee has a person they report to within the police chain of command. The “broken window theory” is the most interesting and simplest form of policing. This theory cracks down on quality of life crimes such as vagrancy, panhandling, graffiti, public drunkenness, etc. Also, when the police crack down on these types of crime, the police can take back the neighborhood and when the community notices the difference that encourages and that makes them want to get involved. The video with Mayor Giuliani was very clear and precise. When controlling any area, no matter how large or small it may be, the Broken Window Theory approach can work. However, you need to pay attention to the so-called little things before they get out of control. Mayor Giuliani has begun a crackdown on begging, drug dealers, street drug dealing and prostitution... middle of paper... in the police force, but instead the police shoot men of color almost every day. It seems like every time I log on to my computer there is a fatal shooting of a black man. Even then I try to give our officers the benefit of the doubt, but every time a black man is shot it is fatal, so that tells me they are shooting to kill. This must stop if we are to police this nation with integrity. “While night watch parties were established in the northern colonies, groups of white men organized themselves into slave patrols in the southern colonies. These slave patrols were responsible for monitoring, returning, and punishing runaway slaves. Slave patrols helped maintain economic order in the Southern colonies. These slave patrols are generally considered the first “modern” police organizations in this country” (Walker, 1999).
